Bihar Bhawan is the official state mission of Government of Bihar in New Delhi to maintaining a statutory representation in the National Capital, liaison with the federal Government on behalf of the Government of the state and to connect with the Bihari Diaspora in the national capital. It is also the official home away for the Chief Minister of Bihar and other dignitaries of the state government visiting New Delhi for administrative purposes. Recently, this statehouse in the capital served a charioteer during the corona lockdown as it was operational 24x7 to reaching out, assisting and helping millions of migrants of Bihar who were stranded in various Indian parts.
Bihar Bhawan is situated in Lutyen’s Delhi at Kautilya Marg in Chanakyapuri, New Delhi. The state liaison center is administered and controlled by the Resident Commissioner under the administrative control of the General Administration Department, Govt. of Bihar. Several other offices of Government of Bihar in Delhi are also controlled and administered by the office of Bihar Bhawan. It includes Tourism department, Industry department, Bihar Information Center and Bihar Niwas.
Bihar Bhawan controls, executes and supervise all the state government’s events, seminars, congregation, press conferences, cultural events & festivals and symposium in the national capital with the aid and advice of the other state government’s machinery in Delhi.
Bihar Diwas and Trade Fair Exhibition at Pragati Maidan in New Delhi are two major events maneuvered by Bihar Bhawan with the support and assistance of the Industry Department of the Bihar. Diaspora of the Bihar in Delhi celebrates ‘Bihar Diwas’ by organizing cultural extravaganzas involving participation in large numbers. The State Government of Bihar also organizes Bihar Utsav to commemorate Bihar’s Foundation Day. Bihar Utsav is marked as a cultural fest that embraces and displays the art, culture and social heritage of Bihar at Dilli Haat in Delhi. Bihar Bhawan celebrates all the major festivals of Bihar with great fervor and joy.
The statehouse is illuminated on most of important occasions or fests like Bihar Diwas, Diwali, Independence Day and others.
About the Resident Commissioner (RC)
The Resident Commissioner (RC) of Bihar Bhawan is the authorized representative of State in the National capital who ensures possible liaison between the government of State and the government in the Centre, and between the State Government and several diplomatic guild and associations. He/she administers a secretariat level establishment controlled by the honorable Chief Minister of the State.
Shri Kundan Kumar (IAS), a distinguished and accomplished civil servant, is a member of 2004 Batch IAS cadre from Bihar, India. Throughout his career, he has demonstrated exceptional dedication and has been recognized with several prestigious awards. Notably, he was honored with the Prime Minister's Award for Excellence in Public Administration. Additionally, he received the National Award for Best Electoral Practices from the Hon'ble President of India.
Currently, Shri Kundan Kumar holds the position of Resident Commissioner at Bihar Bhawan, where he has been serving since February 2023. Located in the heart of Delhi, this role serves as a vital link between the state of Bihar and the national capital.
Prior to his current position, he served as an Advisor at NITI Aayog, contributing his expertise to shape and implement crucial policies from August 2021 to February 2023. His previous roles also include serving as the Private Secretary to the Union Minister of Defence in the Ministry of Defence of India from June 2019 to August 2021 and as the Private Secretary to the Union Home Minister in the Ministry of Home Affairs from December 2017 to May 2019. His tenure as Deputy Secretary in the Cabinet Secretariat in October 2017, along with other significant roles, highlights his versatile expertise in handling diverse responsibilities within the Indian bureaucracy.
Before assuming these key positions at the national level, Shri Kundan Kumar honed his administrative skills at the grassroots level. He served as the District Collector for Nalanda, Samastipur, and Aurangabad, making significant contributions to the development and welfare of these regions.
